he means the speedometer (its silver reward pin):
its new 0.3d features, can create TextDraw with texture , read the information here.
You can check the textures files on your GTA SA Folder\SAMP\ in samaps.txd (not sure)
Use Zamaroht's Textdraw Editor to create textdraw easily

You can't create a needle though, so I'm unsure as to how it displays the speed apart from the number at the bottom.

i know what he said. he wants the logo not the speedometer.
well it cannot be made in textdraw.
