There is nothing like sampserver.exe in linux archive

You will need Linux OS to run samp03svr .There in no way to run linux applications on Windows as they are different operation systems.

as already mentioned you need a linux OS in order to start an app compiled for linux.
But its possible to run linux and windows on the same HDD.(use a partition programm)
