You need the latest version of MTA.

The latest version I believe is : 1.1 on the web. but when you download it gives you a update to 1.1.1

As far as I remember 1.2 is the latest version. Just enter a random server and MTA will probably notice your version is outdated, and asks if you want to update it to 1.2.1 or whatever number it is.
