I wouldn't advice You to start hosting (if that's what you mean), as people can't even understand you.

I suggest custom control panel, but of course it requires good PHP/MySQL knowledge, or a lot of money to hire programmer. If you are looking for a cheaper version, you can always purchase standard panels like gamecp is.

No, you don't.
You have to control your server by starting/stopping samp-server.exe.
