To be an admin in my SV (be able to /makeadmin) i have to /rcon ot what?

depends, if you make the cmd as that, to use it when u r rcon but if u want to make your self admin go to ur scriptfiles > users (i dunno how are called on ur scripts) > search for ur name > open it > edit "level" to the max admin lvl that ur server has

Just download any admin script..
Easiest way..
To be rcon admin, /rcon login password
