Check out San Andreas Advanced Control. It can get most gamepads to work in SA:MP. You just set up the controls and run it in the background.

I use it all the time, and I got windows 7. Open task manager and check your processes.

Did you set 'joypad' in controller settings? (Ingame: Pause [esc] > options > controller setup > configuration)

I closed it in there and it still won't open.
And MP2, yes I did that, its like GTA SA doesn't detect the right stick.

Dont know if this is worth looking into but I use an xbox 360 controller from time to time and I use a programme called Joy2Key
http://forums.steampowered.com/forum...d.php?t=848465
There a tutorial on how to set up an xbox 360 controller, I know you're using logitech but i'm pretty sure the general idea is the same.
Hope this helps!

I can't find the download for it. But when I plugged in the joypad for the first time, all the games would just recognize it and allow me to use it, like Gta SA except the camera movement is fucked up. It works on new games like Skyrim or Saints Row 3.
