NPC Connect Help - Frogger75 - 12.12.2011

I recently downloaded this FS:

And i put the Filterscripts in my FS folder, added the npcs to the npcmodes folder and then added 68NPC to my server.cfg, i run my server and only one out of 68 NPC's load, what am i doing wrong? noone will help and the forums is my only chance of figuring this out.
