It looks like it might be a gravity problem... make sure the gravity is normal when you start the server.
Otherwise you might have too many objects in one area... or you haven't got the right streamer version.

Just don't upgrade to RC versions if there's no reason to do so - plugins and scripts that require updating because of a new SA-MP version only get updated when the full release is out.
