I think if you own the account and want it deleted, they'll remove it for you.

I think Kal is the only person that can delete accounts (in the admin control panel). He is hard to get ahold of though. I may be wrong though.

You can ask Dugi, BlueG, RayW, and even Kalcor. AFAIK, they can all delete accounts.

On Vbulletin you need someone with Admin and not Moderator.
