Yep, but I gues it's not realy advanced. The best way is to view tutorials about PHP,SQL,CSS and HTML like 'vent' said.
And script your codes for example in Adobe Dreamweaver.
But if you want a simple site and you want it fast, you better can use the Web page maker thing.

Checkout Microsoft Expression, or Macromedia Dreamweaver.

Click the publish button, and then choose "Local Directory" instead of "Remote sites" and choose a folder you want it to "save" in.
