192.168.**.** is your localhost IP.
www.whatismyip.com to get your IP others should use to connect.

If you're hosting the server on your home computer you simple ust 127.0.0.1:7777 to connect to your server.
When you want that other people want to you join your server, you need to give them your IP address. Be sure you port is forwarded.

If you have a router you server needs to. E port forwards
Or if u want to check if your server is online
