Why AttachObjectToVehicle work with CreateObject
but not work with Streamer Plugin v2.5.2 ?

Because, "AttachDynamicObjectToVehicle" doesn't exist.
I believe the streamer uses player-per objects, and therefore does not create GLOBAL objects for SAMP natives to be compatible with.
