Help me to remove the upper parts of the screen (as in the screen), because those should appear only in certain cases and not all the time.

Find yourself where theses are added, and comment the matching lines. Tip: these are "TextDrawShowForPlayer" lines that are located inside "OnPlayerConnect"...
