No there arent any programs for this.
The only thing you have to do is dont turn off your computer/server

There are 2 solutions:
1. Home-hosted server (You can use it installing Linux on your machine, portforwarding your ports, configuring your sa-mp server and starting it) for more info read here: https://sampwiki.blast.hk/wiki/Linux_Server
2.Buy a host for example serverffs, color-host, etc..
