Map Editor > Create a new map > Press F > Up is a button called "Locations" and search your location and press Go, then make your map, and convert it.

This isn't an MTA help forum, as for converting there are several converters available which I found using the simple ****** search "SA-MP Map Converter".

Map it in mta, then use a converter to convert from mta to sa-mp.
