Is there anyway of getting NPC'S from the normal gta sa single player such as cops npc's gang members i have wonderd this for a long time can anyone tell me if you can?

But isn't difficult to create some NPCs at the Groove Street, for gang members

Nope.. But in casinos, Burger shoot etc there are npc from singleplayer but they can't move (Go around) But they can move hands etc if u buy something.

But will there ever be an update for npc's in multiplayer not the shity ones that dont move?

You mean all those people walking around etc? Hell, no thanks. But you can make NPC's moving.
