Description: The players on your server have problems when there are no admin on your server?
This simple VoteKick permits to normal players to start a votekick for a player.

Another suggestion is that you can make a variable that limits the number of votes a player can start, and make a timer that resets the variable, so that players don't spam the commands.

limit the command by time-connected or score/level
make it so it's a regular-only command
