SA-MP 0.3c R2 Windows Server

I can login to the server but not friends, why can help?

Please update your server first and test it again: https://sampforum.blast.hk/showthread.php?tid=271586
Also, please ensure your IP isn't a LAN IP or even localhost, for example 192.168.*.*, 127.0.0.1.

Do you use a router? If yes, you have to do port forwarding in the router settings.
There should be some tutorial on port forwarding your server. Search the tutorial section.

You need to port forward. You can usually do that by going into your router control panel and using the port forward option which may be located under NAT. If that don't work then you may need to turn off your router's firewall which may not be safe many people do this though.
