Hi ,I want to create a checkpoint but i don't know how to define the coords min x,min y,max x,max y , so if any one know how please tell me

Open debug and join the game. Then go to the place where you want to create the checkpoint and then do /save. Close the debug and go to samp files in gta sa user directry and then go to samp and you will see a file called saveposition. There you will find youir sace cordinates

CheckCoords(min x,min y,max x,max y);

Do you mean gangzones? If so, here's a pretty good Application for defining the co-ordinates.
