1. Try Re-Installing SA-MP
Did not work?
2. Try running SA-MP.exe as Administrator
Did not work?
3. Restart your Modem.

Your firewall is probably blocking SA-MP, try turning it off or make an exception for SA-MP. It could also be your router, but I'm not sure.

Here are some suggestions you might want to try:
Suggestion 1: Disable your Firewall
Suggestion 2: Make an exception for SA-MP
Suggestion 3: Manufacturer of your router
Suggestion 4: Model number of your router
Suggestion 5: Windows Vista is shit, upgrade to Windows 7
Suggestion 6: Reinstall SA-MP - Download here

There's nothing wrong with vista on this one. If you reinstall your game and then samp then it should work. Make sure your firewall isn't blocking it either. Has happened to me before, and reinstalling it fixed it for me I think.

Run SA:MP under different compatibilities and check if its working.

Usually it should work with Windows 98/Windows ME

Try running SA:MP under administrative privilege.
