As you are totally new I would advise you to start with the Godfather gamemode.
Since Moderntopia is based on MySQL you will have to learn that language as you learn pawn.
Though there are better scripts to begin with. Godfather isn't that good for beginner scripters.

Well GF is always used, begin from a scratch, watch *******, go on wikigta, learn pawn like I do.
It's hard though, starting from nothing.

I would recommend you look into Carlito's RP for a nice base script.
