Do I need to pay money to play San Andreas online? if so how much?

or do I just buy the game disc, but it on my laptop, then download San Andreas online?

and if I was to buy a controller like this one , would it work ?

No, you don't! Simply go to www.sa-mp.com and click the download table; download the newest version and you can play for free! +1 for me please! But yes, you need to have Grand Theft Auto:San Andreas installed in your PC ir order to play SA:MP!

SA-MP is free to play, all you need is the GTA:SA Game installed on your computer. If you have a Game Controller for your PC, then it'll work for GTA:SA too.

1.) Install GTA:SA Game on your computer
2.) Install SA-MP Client on your computer (Free)
3.) Install/Hookup your Game Controller
4.) Run the SAMP Client, browse the servers in Internet List or Hosted List
5.) Simply connect & start playing, use the 'T' key to chat with the other players

Note: Each server is diffirent, Most Roleplay type servers require a First_Last Name Format for your nickname and also require you to register & play a certain way. But most DM/TDM servers only enforce the basic rules such as no Cheating or Hacking & whatnot. Welcome to the SA-MP Community though

EDIT: The Game Controller you linked in your post would work for GTA:SA
