If a SAMP Server encourages their members to DOS other servers to prevent them from running, can you report them to the SAMP developers? Would they do anything about it or?

You could report them to the local police department and your ISP provider. D(istributed)D(enial)O(f)S(ervice) is illegal.

It depends..... Like if somebody hacked your server and spammed shit, Then it is an attack......
