Hello ,
I have an question
how to make picture "cutted" like this

and when you upload it somewhere (forum , etc) it looks like this:

Photoshop, in the "new" option set background contents to "transparent". Save it else than PNG as it doesn't support transparency, as far as I know.

Is there any other program for that . I dont have photoshop installed on my pc currently .

I dont think you have 'other' program installed either. Just download trial version of photoshop and follow what Mean said.

gif does too,(tiff does too since a short time I think but not recommended for web)
but gif only supports 256colors which makes the pictures, expecially gradients, look dodgy
