Not sure but I think it's possible IF the webhost is on the same VPS as your server. It's not easy for sure. I just recommend you to use MySQL. Today I've learned that, my own UCP is almost done.

Yes, it's possible, my friend has made one with only flat-file, the only downside is the slower speeds and slow loading times on loading / saving big chunks of data.
