It depends if they have an interest. They obviously can, but if they don't care for it then it wont happen.
@your siggy... Why do you NEED rep points?

Anyone can create a great gamemode, it just depends who takes the time to do so.
And most likely someone with experience in those two languages wouldn't have a problem with learning the Pawn language. Their difficulty would be learning and using the SA:MP functions.

If he really teaches C++ / C / C#, I bet PAWN should be a piece of cake.

It's alot better to know how to script yourself, besides i doubt an C programmer ( Teacher ) wants to create an Gamemode at all.

Thats cheap, I went once to a computer school. They teached me everything that I knew, but my parents kept sending me for around 6 months, and I kept telling my parents that I know the stuff that they teach me. The lessons were 180 per day. Anyway if you are a starter then you can go, 30-20 is cheap.

I voted no, but I meant yes. C++ is almost exact the same as pawn.
Actually, in my eyes, the only differences are the function and callbacks ofc.

If you think they're the same but with different functions/callbacks, you must be blind. Have you even SEEN a C++ source file?
On topic: Its kind of a silly concept to me to PAY for scripting lessons when you have MULTIPLE resources available to you for free (This forum, the wiki, and the language guide). All you have to do is have patience, and do a bit of reading!
As for whether you should learn the language or pay for a script, i say learn the language. Its as the saying goes: "Give a man a fish and you feed him for a day. Teach a man to fish and you feed him for a lifetime". What if you want to change your GM, or want to add additional features? Are you going to keep paying some guy to do it for you because you were to lazy to learn? :P
