Allow sa-mp and the server to connect to internet in your virusscanner.

Allow outbound and inbound connections for the port: 7777 located in your firewall.

Nothing related with name.. -.- , Mate, I have the exact router as yours and ive seen no trouble through it. Your port seems fine, are you sure the ip address is the IPv4 Address you see at ipconfig on cmd.exe ? Then, run sam-server.exe and check if its online. You can do that HERE!! After its running YOU YOURSELF connect via your IPv4Address to your Server and other players connect with your IP Adddress. AND FINALLY - Make sure you CHECK the box next to it so it can Portforawrd (the little white box

You only need to forward UDP. TCP isn't needed, learn to research before you post.
