I get this error then typing /q. I've tried a reinstall but that dosn't help!

do you have all C++ Redistributable packages? :P
Did you run DXWeb Setup?
Do you have all drivers updated?
Is your "My Documents"/"Documents And Settings" directory accesible for GTA?
