Do you know how can i make like ls-rp to access game if an admin accepts in forum/website?

although i think it might need mysql and i dont know much about it...

Well i dont know about MySQL. PHP is via wamp xampp etc? if it is i know some.

You should do some more research on what MySQL (and SQL as a whole) is.

No necessarily. You do not need to use MySQL in creating a panel or integration of anything into a website. PHP does come with native file functions.
