It means exactly what it says. I don't think I would worry about it as it was probably header information modified. If you are real worried about it, capture some packets and analyze them.

My question was what it means = what is does packets? what is modified in them? what are they for? why sent by a player?
I have never seen this in my server before.

Packets are the datas the player sends from his client to the server, for example if he changes position he will send a packet with his new coords.

It happens sometimes when a player crashes. Nothing to worry about, really. On average a player sends 20 packets per second to the server.

Kick him, and if it continues - ask him to leave the server.
