Do I have to have GTA IV installed in order to install this mod to San Andreas?

It's a mod for GTA IV, so yes you do.

and yes you need GTA IV of course for it

Though I don't think it will.
But you might be able to use IV-MP(the mod) with this.
You'd need to be able to configure it to launch with the ivsalauncher..(not sure if possible)
yet the players that join your server would need the mod then too^^

Nah, just install IV-MP in the GTA IV SA map and you're set.

Does anyone have it running with 1gb ram on Windows 7? (Thats my only problem i think)
