As the topic title says; is there an easy way to create PEN houses? Or is seriously the only way getting coordinates, interiors and stuff and putting them all in a big messy 'property.cfg' file?

I don't get what you mean.
If you want to make an interior, use MTA.
If you need interior coordinate, use https://sampforum.blast.hk/showthread.php?tid=71648
