No. It's just going to be a terrible connection.
It actually also might be against your ISP's TOS to have a server running (Everyone ignores that tho).

NO, nothing is illegal and its better compared to paid hosts except for 24/7 connectivity and for dynamic ip connections.

How can you compare a 100-1000mbps, stable, direct connection to major peers and internet exchanges to a home connection which has at most, 1mbps upstream on a stable connection, which is multiple hops from just one major peer?

In Europe it's not very uncommon to have 100mbps uplink, however i doubt most of the kids on SA-MP has that.
And Yes, it might be illegal to host a server at home (not for testing but for long term use), depending on your host,
unless you bought a business package (Atleast that's common in the US).

Let me get this straight, It's against there TOS, not illegal. This means they will suspend your services if you are found to be doing that. However it is possible that they would try and charge you for the stuff you did.
It doesn't mean you will be taken and thrown in jail.
