download it, open the .zip file you've downloaded, extract the content to your
webserver's root directory.

What about if you help us more? What kind of files do you get? Folders? Are there any .html files? Open them in any browser and if you want to edit, you'll need to get an HTML/CSS editing program.

You know PHP. That's only a template. I see in the screen above its only a css. so, idk what to tell you exactily.

Well, you can test it on your localhost using xampp or wamp. I've tested it and it's only a template with some html script. Some pages are missing like. forum, admin panel etc.
