Try reading the contents of the 'vehicle.ide' file, it might list maximum speed(s).

i believe the slowest vehicle is the 'mower' or the 'sweeper' otherwise the slowest car is the Moonbeam

usually the bigger vehicles are the slowest vehicles too.
