Spectating - Anzhelov - 18.06.2011

I've downloaded GM, but that GM doesn't have /spec command, which is really needed.
I was wondering, how can I make the /spec command? That GM is Carlito's Roleplay ( https://sampforum.blast.hk/showthread.php?tid=66857 )
