I install .NET framework 2.0,3.5,4.0

Should be in Scripting Discussion, not Client Support, as this has nothing to do with your GTA Client...

It maybe your computer have viruses or cmd.exe error/corrupt. I got same problem, but, i cleaned my computer from viruses and fix cmd.exe and everything goes fine
