hey guys... I've this error on compile

I downloaded cop-tools and plased it in the pawno/include folder but it didn't work help me please what must i do
the code is at line 17

Did you open pawno WITH the cop-tools include? If not: Go to your GM folder, open pawno in there; open your GM with pawno then compile again
