Would like the function of Payn & Spray deactivated but,
I've even seen some time ago.

thank you we've always done, but we would like incorporate into our system, that incorporate their own functions
is there any native function of sa-mp

There's not really a function in SA:MP that allows you to block it, better just block the entrance with an object.

If you really want no object you caan try using IsPlayerInRangeOfPoint, or the OnVehicleMod callback.
