I am not able to load more than 16 filter scripts why
It is just loading 16 Filter scripts
HELP ME PLZ.......

Nah you cant load more than 16 FS

There is a limit of how many filterscripts you can load (16), see the Limits wiki page for more details.

Yes, it is not possible. You can't load more than 16. That's why you can't load more than 16!
You have to merge your existing filterscripts if you wish to be able to retain the functionality of those filterscripts.
