Windows won't be cheap, the license fee makes the price rise considerably.
The one I used to use went bust so I can't recommend you any unfortunately.

Their pretty cheap and pretty good, I had one with them for 3 months and never had a problem. I ran a 200 slot server and a TS2 server when TS3 wasn't even out.. So I say it could handle a TS3, around 50 slots or so....
