Remodel GTA Objects ? - Paradice - 21.05.2011

I'm wondering if you can remodel the objects given from GTA and of course use them in the MP ?(or may even create interly new objects..?)
Or for example somehow implement selfcreated Particle Systems or anything alike ?
I would love to know what possibilities the MP offers regarding Graphical matters..
-> It's been a long time since i've gotten back to SAMP so are there maybe even other interisting news regarding the Visual creation possibilities ?
A year ago you could just create maps with given objects..

You can change your own objects, like making a mod. But you can not change the models for all players on a server.
