making a server please help - Ang916 - 15.05.2011

Ive downloaded the windows server thingy on sa-mp.com/downloads to get the files to make my own server but....my computer wont open the dedicated folder as named as samp-server to be able to run the server..... do you know how i can fix this or anything else to download to replace that? and why wont it open it?
Here this is what the server log says.. ugg how do i fix this?

Open server.cfg and change rcon password. Thats the problem

i changed it from the original password but the dedicated folder stil ownt open
