Also you need to setup stuff in server.cfg.

Go Here (download of latest server version): http://sa-mp.com/download.php
To use older versions of SA-MP Servers go to: http://files.sa-mp.com
Read the readme document.
Set default settings in your server.cfg as it tells you in the readme document.
Also to test "IT'S Commands" login to RCON with your password.
