how can I do my script in 2 languages? I want German + English.

I mean by those things like Admin messages/Infos etc. that if a new player connects that he can choose the language and it saves the language and everything is by him in this language. How can I do this? Only chat should be normal, rest should be translated in the language which this person has chosen
