is their any way I can get the "Get IP country and the rest of the stuff that Vortex needs to compile and yes I have searched but could not find one

Actually, they come with the Vortex download package. That means you either downloaded it from a different location then the official thread, or didn't install it correctly.

Re-download, and install everything correctly (Copy the includes folder to your pawno folder by the way)
