If you just want to play multiplayer, get this!
Please note:
SA-MP requires GTA:SA (DVD game for PC) v1.00 US/EU.
Version 2.0 of the DVD version can be downgraded to 1.0 using a third-party patch.
The Steam and Direct2Drive versions of GTA:SA are not currently supported and cannot be downgraded.

Why dont people search, before they download or buy something

Im not sure if this will help, first, make sure u also get the downgrader patch, it can be downloaded
here
Also, i think i may have had the same problem until i changed it from steam/common/gtasanandreas and made my own folder called rockstargames and placed gtasanandreas in there, and then i just open it manualy through a shorcut to gta_sa (or gta-sa, forgot, changed shortcut name)
Hope i help, and please no trolling, im not good with computers that much.
Sincerely,
DaRealCandyMan
