im noob policeman when i try to cuff or any other command to a player it says:
player have to be restrained ! how can i restrain him?

Well, I don't see how you are a noob.

Restrain, means you have to taze him then cuff him. (/tazer, shoot him, then, /cuff)

Wow just wow, You have to taze him first, then /cuff or ask him to do the command /hitman then /cuff him.
