Hello, everone
i have some problem with my gta look in the pic on the water
I tierd to re-install the game its not work please help me someone its so bad ):

In your display settings, change resolution from 16 to 32 bit colors.
Like 1440 x 900 16
---->
1440 x 900 32

Offtopic: Yes i also noticed that water thing with 16 bit. Why the hell did rockstar games design such an ugly water for 16bit? Making it plain blue with 256 colours would look better

thanks alot but why when i re-install the game its not do aouto rester defults?

Not all files are deleted upon un-installation of GTA San Andreas. There are many files, including some setting files (which is probably where your problem is coming from) that have to be manually deleted after installation. For example, some files in your user's AppData aren't deleted along with some files in your user's Documents folder.
