Game is very sped up - grand.Theft.Otto - 20.03.2011

I'm having a problem with my game. Just a couple minutes ago I went to play, and everything is sped up, animations, sprinting, driving, the trees move faster, health, armour, money and gun pickups spin faster.

I don't know wtf is wrong but I don't have any mods, I tried reinstalling SA-MP but it didn't work, I tried deleting gta_sa.set but didn't work. I even restarted my computer and it is still sped up.

This problem also happens in my single player D:

Anyone know whats wrong?

This happend a long time ago on a game, he had to assign only one core to the process for it to run well.
